What is a LEA Plan?

Welcome to the Kern High School District LEA Plan page. In order for you to understand the LEA Plan it will be important for you to have some idea of what the acronyms (like LEA, SPI, SPSA, CDE, etc.) mean and how they may relate to one another.

A California school district is often referred to as an LEA (Local Education Agency) of the State Education Agency (SEA), represented by the California Department of Education (CDE), which is under the leadership of the State Superintendent of Public Instruction (SPI) Tom Torlakson and the State Board of Education (SBE).

Under the federal No Child Left Behind (NCLB) Act of 2001, which is the current reauthorization of the Elementary and Secondary Education Act (ESEA) of 1965, states, school districts, and schools, especially those identified in Program Improvement (PI), are required to have plans in place for the improvement of student academic performance. The state plan is an SEA Plan. The district plan, in this case the Kern High School District (KHSD), is called an LEA Plan. The school site plan is called a Single Plan for Student Achievement (SPSA, or “School Plan”).

Ideally, the plans should all align (agree) with one another about student performance goals. The most recent Kern High School District LEA Plan (sometimes called “LEAP” for short) is based on the most recent format provided by the California Department of Education (CDE) at its website: http://www.cde.ca.gov. The KHSD LEA Plan is a five year plan as required by the NCLB Act of 2001.

How was the current LEA Plan created?

The former LEA Plan was 8 years old with two minor addendums. It was outdated and in need of major change. Under the direction of the KHSD Instruction Division, Special Projects personnel were tasked to complete a major revision process which started in Fall 2011 just prior to the on-site visit by the state Federal Program Monitoring (FPM) Team. The FPM Team affirmed the major revision in two findings (which were resolved on completion of the revised plan). A LEA Plan Revision Committee, consisting of district program directors, site administrators, teachers, parents, and program specialists, was put into place, a timeline was created, and a process initiated to complete this major revision. The Committee received feedback from all major stakeholder groups, including the District Title I and English Learner Advisory Committees. The revised LEA Plan was finalized in May 2012 and approved by the KHSD Board of Trustees at its June 4, 2012 meeting.

How is the KHSD LEA Plan organized?

The KHSD LEA Plan is organized into five performance goal areas, each of which contains performance indicators that are used to measure how well KHSD students are meeting each goal. Please read Appendix A of the KHSD LEA Plan for a list of the Performance Goals and Performance Indicators for each goal. This will help you to understand the LEA Plan when you read it. The KHSD LEA Plan lists how KHSD students and the district have done in meeting each performance indicator over the last three years since the last LEA Plan Addendum and describes the activities and actions that will be taken from this year forward to meet each of the five goals. The SPSAs at each school site are aligned with these goals, activities and actions, and describe at each school site what will take place to achieve these goals and meet the performance indicators.
